APEC Advisories on Rerouting Schemes and Road Closures in Metro Manila

Manila, Philippines – Around 10,000 delegates from the 21 member economies are set to visit the Philippines for the Asia-Pacific Economic Cooperation (APEC) Economic Leaders’ Meeting (AELM) to be held on November 18 to 19, 2015.

The Philippine government declared that work and classes all over Metro Manila are suspended on these dates to give way for the APEC summit. Due to congestion issues and security measures, rerouting schemes and road closures will be implemented within Metro Manila, starting on November 16.

Below are the traffic advisories from APEC and MMDA on alternate routes for motorists and the commuting public.

 

REROUTING

  • All vehicles coming from northern part of Manila/Pier Zone intending to utilize the southbound lane of Roxas Boulevard shall turn left to P. Burgos, right to Ma. Orosa Street, or Taft Avenue to point of destination.
  • All vehicles coming from southern part of Manila intending to utilize the northbound lane of Roxas Boulevard shall turn right to Buendia, turn left to Taft Avenue, to point of destination.
  • All vehicles utilizing P. Ocampo coming from Taft Avenue shall turn right to Adriatico, turn right to Leveriza to Quirino Avenue to point of destination.
  • All vehicles travelling westbound lane of Pres. Quirino coming from Osmena Highway (Plaza Dilao) area going to Roxas Boulevard shall turn right or left to Taft Avenue to point of destination.
  • All vehicles coming from Del Pilar St. intending to utilize Roxas Boulevard shall turn left to Quirino Avenue going to Taft Avenue to their point of destination.

ROADS TO BE CLOSED:

  • Stretch of Roxas Boulevard north and southbound lanes from Katigbak to P. Ocampo;
  • Stretch of Roxas Boulevard service road from Sta.Monica St. to P. Ocampo;
  • Stretch of Quirino Ave., from Roxas Blvd to Adriatico;
  • Stretch of Century Park St. from Adriatico to Mabini St.;
  • Stretch of Mabini St. from P. Ocampo to Quirino Ave.;
  • Southbound lane of Adriatico from Quirino Ave. to Century Park St.;
  • Stretch of P. Ocampo from Adriatico to Roxas Blvd.;
  • Stretch of MH del Pilar St. from Sta. Monica St. to Malvar St.;
  • Stretch of Pedro Gil St., from Roxas Blvd to Mabini St.

ALTERNATE ROUTES GOING TO MALL OF ASIA

  1. Alternate Route for PUB
            • From EDSA, take a U-turn before EDSA corner Diokno or take Diosdado Macapagal Boulevard to Baclaran to point of destination.
  1. Alternate Route for Private vehicles and PUJ
            • From EDSA, turn right at Macapagal Boulevard, turn left at Seaside Boulevard to SM Mall of Asia
            • From SM Mall of Asia, take Seaside Boulevard, turn right at Diosdado Macapagal Boulevard, and turn left at EDSA to point of destination.

 

APEC LANES

From November 16-20, only APEC vehicles are allowed to use the innermost lanes of EDSA.

NUMBER CODING SCHEME

  • The Number Coding Scheme will still be implemented from November 16 to 20.

STOP AND GO SCHEME

  • From November 15-20, a stop-and-go scheme will be implemented along the Magallanes and Skyway/SLEX interchanges, and parts of Makati, EDSA, and roads around NAIA. Whenever economic leaders pass by these areas, all traffic will be stopped. Traffic will resume once the leaders have gone through.

NO FLY ZONE

  • A “no fly zone” will be implemented on November 17, 19 and 20 at the NAIA. This means that no flights, other than diplomatic and their entourage will be allowed to land and take off for most part of the day. In response, many airlines have voluntarily cancelled about 400 local and international flights.

TRUCK BAN

Daytime Truck Ban will be implemented along the south truck routes. Trucks will only be allowed to use the route from 10:00pm to 6:00am. Except Roxas Boulevard where a 24-hour truck ban will be implemented from November 17-20, 2015.

The Asia-Pacific Economic Cooperation (APEC) was initiated as a yearly conference of foreign and trade ministers to uphold the drive for market opportunities and partnerships which are essential to the economic development of the Asia-Pacific region. The summit will become an avenue for world leaders to exchange ideas, plans and recommendations on addressing present economic challenges, promoting freer trade regime and enhancing regional economic integration with the theme “BUILDING INCLUSIVE ECONOMIES, BUILDING A BETTER WORLD”.

The 21-member economies include Australia, Brunei, Canada, Chile, China, Hong Kong-China, Indonesia, Japan, Republic of Korea, Malaysia, Mexico, New Zealand, Papua New Guinea, Peru, Philippines, Russia, Singapore, Chinese Taipei, Thailand, United States, and Vietnam. Among the world leaders who will fly to the Philippines for the summit include  Barack Obama of the United States, Vladimir Putin of Russia, Xi Jinping of China, and Japan’s Prime Minister Shinzo Abe.
